MINIMUM QUALIFICATIONS
  • Must be a U.S. Citizen
  • High School Diploma or equivalency
  • Age 21 at time of appointment
  • Valid Connecticut Motor Vehicle Operator's License (Upon Hiring)
  • No felony convictions
  • No Class A or Class B misdemeanor convictions or any act of perjury or false statement
  • Must meet or exceed the "Cooper Institute" 50% Physical Performance Standard in the four basic tests of the pre-employment Physical Ability Assessment. (C.H.I.P. Card)
  • Upon hiring - Connecticut residence within 40 miles of police headquarters
  • Vision -Corrected 20/30  - Uncorrected 20/100

SELECTION PROCESS

  • The Board of Police Commissioners is the sole authority in regards to appointment of candidates as members of the Norwalk Department of Police Service
  • Selection by the Commissioners will be based on information obtained from the testing procedures and pursuant to the operational needs of the Department and in conjunction with the hiring policies of the Department.

MUNICIPAL RESIDENT HIRING POLICY

  • The City wishes to promote the recruitment and hiring of City residents. To this end, positive consideration shall be given in the selection process to Norwalk residents.

  • $50.00 (May be waived due to financial hardship)

  • Midnight, June 23, 2008.

Steps for Applying to Become a Norwalk Police Officer

Step One -
Do you meet the minimum qualifications? See Minimum Qualifications
Yes. Move to step two.
No. Do not proceed further until you do.

Step Two -
Do you have a valid current C.H.I.P. card?
Yes. Move to step three.
No. Register and take the Physical Ability Assessment (C.H.I.P. card) through http://www.policeapp.com or call, 203.235.5865. Current fee $65.00. (May be waived due to financial hardship)

Step Three -
Apply to the Norwalk Police Department at http://www.policeapp.com. Complete and submit your application. An application fee will be required at the time of submission. Individuals without a CHIP at the 50th% will not be able to submit the application.

Step Four -
Take the written exam (application must be submitted through http://www.policeapp.com.) You will receive an invitation to the written test through your email. Bring your driver's license to the test site.
Pass. Move to step five
Did not pass. End of process. You may return to step two in 6 months.


Step Five -
Take Oral Board Interview. Notification will be made by mail/email based on Department needs.
Pass. Move to step six.
Did not pass. End of process. You may return to step two in 6 months.

Step Six -
Placement on Eligibility List.
Placement on the list does not ensure that you will move on to the next phase.

Step Seven -
Conditional Offer of Employment to those selected from the eligibility list.

Step Eight -
Acceptance of the Conditional Offer of Employment begins the Application Process. Successful candidates can expect to go through the Phases for Becoming a Norwalk Police Officer


Phases for Becoming a Norwalk Police Officer


Phase I

• Physical Ability Assessment/C.H.I.P. card; card good for 6 months; fee $65.00
• Written Entrance Exam - fee $50.00
• Oral Board Interview
• Eligibility List

Phase II

• Conditional Offer of Employment
• Background Questionnaire and Employment Application
• Document review, Fingerprinting and Photograph
• Polygraph

Phase III

• Psychological Evaluation
• Medical Exam and Drug Screen
• Background Investigation

Phase IV

• Candidate Review
• Selection
• Physical Ability Assessment (2nd test- no fee)
• Hiring – Probationary Appointment
• Pre-Academy Training
• Police Academy (approx. 24 weeks); Physical Ability Assessment (3rd, 4th and 5th tests - no fees). Academy may be resident (live-in) or commuter class based on Department needs

Phase V

• Post-Academy Training
• Field Training and Evaluation, approx. 10 weeks
• Certified Police Officer
• One year probationary period upon successful completion of academy

Note: The Phases listed above are intended to serve as a general guideline for informational purposes only. Advancing form one phase to the next or within a phase does not necessarily mean you have passed the previous activity, evaluation or test. The first three phases can take several months. Fees subject to change.


Application Process for Connecticut Certified Police Officers

Interested Police Officers should contact Lieutenant Andrew Gale at agale@norwalkct.org or 203.854.3003. I will need your full contact information (name, address, phone numbers, email) along with your certification number and expiration date. Include your length of service with your current or previous agency. CT Certified Police Officers must have completed two years of service with their current or former Police Department. If not, written permission must be obtained from the Chief of that Department in order for you to participate in our process (P.O.S.T.C. requirement).

After obtaining the necessary information, a decision will be made as to whether a Conditional Offer of Employment will be extended. If a Conditional Offer is made and accepted, you will be required to complete a Background Questionnaire and an Employment Application. Completed paperwork will be reviewed and you will be photographed and fingerprinted.

Selected applicants will be expected to successfully participate in a polygraph, psychological evaluation, and medical exam along with a drug screen.

A physical fitness exam will be given at the Connecticut Police Academy by P.O.S.T. staff. The timing of the exam in the process will depend on the individual candidate but will generally be required before or after the Polygraph. Physical fitness exams are good for sixty (60) days. If you are not hired within that time you must retake the fitness test.

Applicants will also undergo a background investigation.

The residency requirement listed in the minimum qualifications applies.


Application Process for Out-of-State Police Officers

There is no direct lateral transfer for out-of-state police officers. Police officers whether certified in their own state or not, must follow the same track as non-police officers. See Steps for Applying to Become a Norwalk Police Officer. Once you reach the Eligibility list the potential benefit of being a Police Officer may begin. You may receive special consideration, just as consideration is given to applicants with college, military service, and residency, some of which you may also qualify for. In addition to this benefit, if you are hired, an application will be made to the State of Connecticut Police Officers Standards and Training Council for Comparative Certification. If accepted, this will allow you to be excused from certain portions of the mandated training. You will however be required to attend certain areas of training. If Comparative Certification is not granted, you would be required to attend the full academy training of approximately twenty four (24) weeks.
